    I am not quite sure what projection system is used however there are a few possibilities.

    Projections are typically choosen to map an area in a way that gives it the least amount of distortion. In the United states we typically use something called the Universal transverse mercator or UTM for states with large north and south extents such as Illinois and another called the lambert conformal conic projection for states with large east and west extents such as Pennsylvania.

    In some cases areas are divided up into several types of projections so that they can be broken down into smaller units such as the north, central, and southern parts of the state of Wisconsin.

    Given that Afghanistan has a somewhat odd shape and is near the equator I would think that some sort of conic projection might be used.

    Google the term map projection methods and you should be able to find the basis for understanding how its all done.
